David Moskowitz, Council Member & Dewey Beach Commissioner

“David Moskowitz’s diverse professional background and strategic thinking are assets to Dewey Beach. In his first term, David led initiatives as varied as new crosswalk lighting, audit changes and an investment strategy review. Dewey needs Moskowitz’s expertise in cybersecurity, business licensing and grant writing. David Moskowitz is devoted to Dewey and deserves another term.”Diane TenHoopen, From Cape Gazette Endorsement
“Commissioners David Moskowitz and Gary Persinger have the proven credentials and experience to do the work and make the decisions that will help Dewey Beach thrive. This is especially important now as the town is in the process of selecting a new town manager, planning a financial recovery from the pandemic, defining building code changes, and many other critical tasks.

David Moskowitz has owned property in Dewey for almost 10 years and is a resident of the town. Gary Persinger has owned property for over 30 years. They understand and care for Dewey Beach. And, they have earned our trust. Please vote for them in the upcoming election.”Betsy Damos, From Cape Gazette Endorsement

“Being a Dewey Beach property owner with 48-plus years of continuous ownership, I believe I have the historical perspective and judgment to offer some sage advice. It is a well-established fact among professional hiring/recruiting personnel that, “A person’s past performance is the best indicator of their future performance.”

Another appropriate saying that seems to fit this occasion is, “If it isn’t broken , don’t fix it.”

In my opinion both statements apply to Dewey Beach’s upcoming election. Both Gary Persinger and David Moskowitz have served the Dewey community well for many years, and I think all of us have benefitted from their service. There is no doubt that we have lots of past performance to predict Gary and David’s future performance. Voting for Gary Persinger and David Moskowitz is a secure vote for assuring Dewey’s future improvements.

Although there are improvements that could still be done in Dewey, I believe that in all honesty, you would have to admit that life in Dewey is much improved over the past. Both Gary Persinger and Dave Moskowitz have played a major role in this improvement, so why should you “fix something that isn’t broken?”
Votes for Gary Persinger and David Moskowitz are the best votes for Dewey Beach’s future.”
Kenneth W. Lodge, From Cape Gazette Endorsement

“Vote for David Moskowitz and Gary Persinger to continue a collaborative, professional Dewey Beach Town Council that is knowledgeable of our town’s needs and has the experience to address the current challenges facing our town.

David Moskowitz has served for two years on town council, and for many previous years as chair of the investment committee, returning over $1 million in investment income that will help our town weather the economic recovery facing our country and our town. David has owned property for almost a decade and is raising his daughter here.

Gary Persinger has played a major role as commissioner for the past four years and was very previously involved on the planning and zoning commission and as a member of the comprehensive plan working group. He has owned property in Dewey for more than 30 years.

In contrast, newcomer Stevens has only been a resident for a year. He still has a lot to learn about Dewey and its needs as a town, and is still an unknown entity. I have known Gary and David for many years, and the quality that is most important for a commissioner is: Do I trust them to do what is best for Dewey? Yes. By re-electing David and Gary, we will have the dedication and talent to address the town’s most important issues, and to continue our progress toward a clean, family-friendly town.”Former Mayor Diane Hanson, From Cape Gazette Endorsement

“Dewey Beach has changed dramatically over time, and for the better, in the 38 years we’ve been property owners. In recent years Dewey has become more family-oriented, with improved infrastructure, better services and more a supportive business-community environment. The current town council has been instrumental in keeping this momentum going, while also managing challenges during our economic recovery from the pandemic. David Moskowitz is a resident raising his family in Dewey and has been on the council two years. He is an energetic and skillful manager who has demonstrated talents as an effective communicator and organizer. Gary Persinger has been on the council four years, with a background in town planning, and has greatly contributed to the many recent improvements in Dewey. He has been a Dewey property owner for over three decades. They are both running for re-election to the two town commissioner positions open this September. A third candidate for these two positions is William Stevens, who only recently became a resident of Dewey. He is a relative newcomer, without the extensive experience with issues in Dewey that Moskowitz and Persinger have. My wife Eleanor and I will be voting to re-elect David Moskowitz and Gary Persinger as Dewey Beach commissioners, and encourage our Dewey neighbors to join us.”George Pomeroy, From Cape Gazette Endorsement
“Commissioners David Moskowitz and Gary Persinger have spent long hours working hard for Dewey Beach. With years of experience, they have been working to bring progress to Dewey Beach. They do the simple things like answer residents’ concerns for potholes and helping the town survive this pandemic financially.

Two years ago, their challenger Bill Stevens attacked the investment committee in the press for a low return; however, the return was four times as much as Stevens quoted to the press. Bill then joined the investment committee, never showed up to a meeting and quit. He still put that on his resume, and says he is running to help the town’s investments. In contrast, both Dave and Gary have been involved with the investment committee over the years which helped the town make over a million dollars in investment income.

David and Gary spend hours making Dewey Beach a better place. It’s a thankless job. No decision will make everyone happy, but they have always done the right thing for the town. For all their work they deserve another two-year term. Past behavior is the best predictor of future performance. Vote for Moskowitz and Persinger.”Dennis Trencher, Investment Committee Member, From Cape Gazette Endorsement

“Dewey elections should never been taken lightly. The composition of the council determines policy, and that directly impacts the financial health of the community and its livability for those of us who live all or part of the year here. This election not only impacts those issues, but it directly affects the extraordinary problems raised by the novel coronavirus, which will be with us well into 2021. Continuity of management is so important. Gary Persinger and David Moskowitz have shown excellent leadership in steering Dewey through this dangerous time. They should be re-elected to continue their efforts to keep our businesses strong and to carefully manage our budget so taxes will not need to be raised to cover shortfalls.”Joe Rothstein, From Cape Gazette Endorsement
“A dedicated professional who is energetic, creative and results oriented.”Dan Mykolenko, Dewey Beach Property Owner
“I worked with David over 5+ years in Investment Analytics at AIG. David’s knowledge and experience with different systems and processes used for security analytics, combined with a very strong work ethic, enable him to contribute effectively in a variety of roles in investments or asset management, across portfolio or risk management processes.”Steven DeTommaso, Managing Director, Investment Analytics at AIG Asset Management Group
“I urge voters to join me in voting to re-elect David Moskowitz and Gary Persinger as Dewey Beach town commissioners.

David is a bright and passionate advocate for Dewey Beach, helping to grow the town’s investment income by $1,084,566 as a member and leader of Dewey’s Investment Committee. As an owner-resident of Dewey Beach, raising his daughter here, his commitment to Dewey Beach is personal. The Cape Gazette has noted David’s contribution “of time and effort to Dewey and [his] many good ideas.” We need David’s ideas and energy, and we need to re-elect him.

Gary Persinger is a man of integrity and intellect who is a leader and consensus builder on Dewey Town Council. He has also served on the planning and zoning commission, and on the Dewey Comprehensive Development Plan Working Group. His extensive volunteer service in Dewey and property ownership for 30 years give him an intimate awareness of and commitment to serving the needs of Dewey Beach’s property owners and businesses. We need to re-elect Gary.

Please join me in voting for Persinger and Moskowitz.”Susan Slye, From Cape Gazette Endorsement

Moskowitz only Dewey official who listens

I wanted to share my experience, as a homeowner in Dewey Beach, with the Town of Dewey Beach and the mayors, commissioners and town managers over the last 10 years. I own an end unit townhome on Bayard Avenue just inside the Dewey Beach town line with the Seabreeze neighborhood. I have owned this home since January 2000. Around spring 2012, I noticed that every time it rained hard, the wooded part of my townhome lot would flood and fill up with water. The water would stay there for days or even weeks and create a breeding ground for mosquitos.

When I tried to find out why the water would not drain away, I noticed that the drainage grate was clogged with mud. At that time, I contacted the mayor who forwarded my concern to the town manager. The town manager looked at the issue but never got back to me. Every few years, when we had a lot of rain and the flooding was bad, I would call or send an email to the mayor or town manager, was told someone would look into it, but no one ever responded. As soon as David Moskowitz was elected, I received an email from him, introducing himself as one of the new town commissioners.

In this email, David asked everyone if they had any issues or questions with the town that needed attention. I immediately responded with my flooding issue. David forwarded my flooding issue to the mayor and town manager. The town manager came out to look at the drainage grate, saw it was clogged and told me they would work on getting it cleared. As time went by, I never heard back from the town manager, but every three months, David would email the mayor and town manager, copy me on the email and ask them if this issue had been resolved. Despite the fact that this issue still hasn’t been fixed, David continues to email the mayor and the acting town manager every three months and asks them to please try to resolve my flooding issue. After eight years of no action by the town, David has been the only one who has continued to try to hold the town accountable for issues like mine and others.

In addition, David has continued to update me and other Dewey homeowners after severe storms and flooding that affect Dewey Beach from time to time. One of the biggest complaints that I have had over the years about the town is that it never updates us on weather-related issues before, during or after they hit Dewey Beach. In this day of email chains, websites and social media, why can’t those in charge of Dewey Beach update the homeowners to advise us of severe weather and flooding? David starting sending emails out to me and other residents right after he was elected. Prior to this, I would have to drive to Dewey Beach to check on my house after any storm or severe weather. David has always updated residents by email, sent out pictures of flooding and offered to go by and check on individual houses. Many times, David has saved me from having to drive three hours to Dewey Beach to check on my house. Most of Dewey’s homeowners do not live in town; how difficult would it be for the town to notify its residents after flooding and high winds or storms wreak havoc on the town? In my 20 years as a homeowner, David has been the only one who has offered to do this.

For these reasons, I am voting to re-elect David Moskowitz as town commissioner.Larry Smith, From Cape Gazette Endorsement

“With a pending shortfall in town funds, a search for a new town manager, and the police chief’s contract expiring, we need the experienced talent of the current incumbents. They have worked hard for our town and want to keep serving their constituents. This is not the time to put the town’s future in the hands of a newcomer. We need commissioners we can trust to do what is best for the town.

Please vote for David Moskowitz and Gary Persinger for commissioner. Get your ballot in this week at town hall or at the polls at the Life Saving Station Sept. 26.”Diane Hanson, Former Mayor, From Cape Gazette Endorsement

“I worked closely with David when we were implementing PolyPaths for AIG. He was an excellent business partner for our efforts and his work was a big contributor to the success of the project. What started out as a solution for a single trading desk grew to become a platform running over $300 billion in assets used by multiple trading desks, for portfolio management, for risk management and regulatory reporting. David is a very detailed oriented guy and showed at by becoming a real expert in PolyPaths. He has a strong work ethic, is highly collaborative, and has boundless enthusiasm for his work.”Michael Davis, CIO at Enterprise Risk Management at AIG
“David is key to AIG’s analytics and trading research for RMBS and CLO investments. His insights have proven invaluable to ensuring accuracy of risk results and identifying collateral problems critical to supporting the trading desk, and his review of CCAR and other regulatory results has been essential to validating the firm’s risk.

David’s keen insights and significant experience with Structured Products have made him instrumental to supporting our $350B portfolio of highly complex securities. I look forward to seeing David’s continued success.”Peter Williams, Global Head at Amazon Web Services

“I have worked with David during my tenure at Bloomberg. David is very detail oriented and has an excellent understanding of the various capital markets/structured finance products. He uses Bloomberg for data and research and is very thorough in his knowledge not only of the system but also the data and analytics. I have enjoyed getting to know David over my tenure at Bloomberg and would recommend him unconditionally.”Mary Sue Lundy, Fixed Income Pricing Strategy at Bloomberg

I would recommend David as a highly competent and driven client focused fixed income specialist.”Robert Schick, Non-Agency Trader at Alliance-Bernstein
“David was the best liason/consultant (of several) from FactSet that we had over the years. He was consumately professional, quick to respond to all issues, from the small glitches to the bigger strategic plan. If he could not solve things himself, which was rare, he quickly called in the right resources to do so. He was at all times a pleasure to deal with, even when we were not.”Michael Fara, Managing Director at AIG
“The texters that David has served represent a diverse population that he is able to connect with using warmth, empathy, active listening, and critical thinking skills. He is able to think on his feet and adapt to the texter’s needs in order to develop rapport, de-escalate them during life threatening situations, and assess for risk. De-escalating texters in crisis takes an immense amount of creativity, persistence, and patience; all of which David demonstrates.”Kim Baez, Crisis Text Line
“David has a deep command of financial concepts and a thirst for analysis. He is thorough in his research and is a person of high integrity.” – Eugene Park, Managing Director, Polypaths
